The New York State Energy Research and Development Authority is seeking a contractor to inspect and re-commission combined heat and power systems (CHP) being installed under another state program.
NYSERDA seeks the contractor to inspect some, or all, of the 200 CHP projects expected to be installed through its CHP Acceleration Program (PON 2568).
The systems, most in New York City, are likely to range in size from 50 kW to 1.3 MW each. The inspections would take place over the course of the next four years.
Eligible CHP systems under the program are listed in NYSERDA’s CHP Acceleration Program CHP System Catalog at http://www.nyserda.ny.gov/PON2568.
The contract winner will perform inspections to verify that CHP systems, and their associated monitoring/data logging equipment, were installed consistent with system specifications, and are operating properly.
The inspections will be an important component of NYSERDA’s review and approval for invoice payment to the CHP projects.
The contractor also will perform re-commissioning services to verify that the CHP systems are performing as originally intended, and to identify opportunities for CHP system improvements and operational refinements. Re-commissioning will include site assessment, system testing, prioritizing any issues, preparing a report on each re-commissioning, making system changes, measurement and verification, cataloging and circulating lessons learned/best practices and preparing an annual report.
Bidders must be willing to perform both the inspection and re-commissioning services. Bids won’t be accepted for just one of the services.
NYSERDA will select one winning contractor based on several criteria, including experience with this size CHP system, ability to minimize travel costs throughout the state, an understanding of New York CHP rules and regulations, data collection and technical report writing ability, and understanding of applicable energy concepts.
The authority plans to sign a 48-month contract for the services, with an option to extend the contract an additional 12 months.
