NEEP Seeks Consultants for Project on EM&V Costs

The Northeast Energy Efficiency Partnerships (NEEP) is seeking consultants to determine costs of emerging technologies, as part of the Regional Evaluation, Measurement and Verification (EM&V) Forum.

The Northeast Energy Efficiency Partnerships (NEEP) is seeking consultants to determine costs of emerging technologies, as part of the Regional Evaluation, Measurement and Verification (EM&V) Forum.

The forum, managed by NEEP, is studying costs for key emerging technologies related to energy efficiency. This project will focus on gathering cost data for particular measures that are early in their commercialization and rare or non-existent in current efficiency programs in Northeast, New York and Mid-Atlantic region.

The project is attempting to  measure full and incremental cost assumptions for efficiency program planners, program administrators, program evaluators and regulators. More specifically, its aim is to:

  • Estimate potential program cost-effectiveness to inform which measures or programs should be part of efficiency program portfolios
  • Inform stakeholders about market conditions and costs which may serve as metrics in tracking market changes
  • Inform program design, particularly financial incentive level

The RFP seeks a consultant team that includes senior, experienced EM&V costing experts, as well as subject matter experts in the technology.

NEEP expects to kickoff work in August 2015. Draft findings will be due in mid-January 2016 and a final report and webinar in February 2016, unless otherwise agreed upon.  The project budget ranges from $120,000 to $133,000.
